This little girl is the character Yachiru from the anime "Bleach".
She was created to be the partner of a Kenpachi cosplayer, and was completly hand made and painted.
The hair is made of wool, and you can dress her in other ways, since the clothing is not stitched to her. And that includes the little socks.
